Welcome to the Early Childhood Education Professional Development Organization (ECE PDO) at Public Health Management Corporation (PHMC)! As one of three statewide Professional Development Organizations across Pennsylvania we support the early childhood education (ECE) workforce in Philadelphia and surrounding counties (Bucks, Chester, Delaware and Montgomery) while Shippensburg University of Pennsylvania operates the PASSHE PDO in the Central, Northeast, and Southwest regions of the state and Northwest Institute of Research (NWIR) in Northwest region.
In partnership with the Office of Child Development and Early Learning, we support direct access for the ECE workforce to pursue career pathways that lead to degrees or credentials. By coordinating with Early Learning Resource Centers to improve the quality of ECE programs, we address the existing barriers to degree attainment. Participants can choose between online, face-to-face, and hybrid options.

FY27 RFP Announcement
The Early Childhood Professional Development Organization (ECE PDO) at PHMC is soliciting proposals for the provision of career pathway services for new and returning students in Fiscal Year 2027. The purpose of this Request for Proposals (RFP) is to identify institutions of higher education (IHEs) and professional learning organization (PLOs) partners to develop educational pathways with workforce supports through program design to provide equitable access to degree and credential attainment for the incumbent ECE workforce in Philadelphia and the Southeast Region of Bucks, Chester, Delaware, and Montgomery Counties.
Funding is limited for this opportunity. Awards will be based on the current ECE PDO funded students returning in FY27. Funding priorities for new students will reflect enrollment of educators or leaders working in Department licensed programs serving higher numbers of CCW children, and currently STAR 1 or 2 and working with Quality Coaches to improve quality or with DHS Certification citation for staff qualifications.
