FY27 RFP Announcement
The Early Childhood Professional Development Organization (ECE PDO) at PHMC is soliciting proposals for the provision of career pathway services for new and returning students in Fiscal Year 2027. The purpose of this Request for Proposals (RFP) is to identify institutions of higher education (IHEs) and professional learning organization (PLOs) partners to develop educational pathways with workforce supports through program design to provide equitable access to degree and credential attainment for the incumbent ECE workforce in Philadelphia and the Southeast Region of Bucks, Chester, Delaware, and Montgomery Counties.
Funding is limited for this opportunity. Awards will be based on the current ECE PDO funded students returning in FY27. Funding priorities for new students will reflect enrollment of educators or leaders working in Department licensed programs serving higher numbers of CCW children, and currently STAR 1 or 2 and working with Quality Coaches to improve quality or with DHS Certification citation for staff qualifications.
